During the Charleston, you'll first click or tap on each tile you want to pass to your opponent. Each tile you selected by clicking or tapping will rise up so that it sits higher than your other tiles.
To change which tiles to pass, click a raised tile and it will be lowered.
Once you've selected the required number of tiles to pass, the "Pass" button will become active. It's on the right hand side of the screen (in the middle vertically). It will now change color to show that it's active instead of "grayed out."
Click the Pass button, and your tiles will be moved to the proper player.
