That's our Magnifier feature. During the game, if you mouse over, or tap on, a discard or exposed tile, a magnified image of the tile appears. It's so you can look for jokers, examine the discard floor, things like that.
If you drag a tile from your hand, the magnifier shows what tile your tile is hovering above at that moment. You can use this to make sure you're over a joker you want to take with your own tile.
