If you use a mouse, you can click on any tile in the discard floor or atop another player's rack. A magnified image of the tile will appear at the left side of the screen.
If you play on a touchscreen device, you can just move your finger across the exposures and discards to magnify them.
The Magnifier turns on automatically when you drag a tile from your rack over another tile. This way you can be sure you're over a joker so you can exchange ("redeem") your tile for the joker.
