From the Login or Lobby screens, look for the big Tutorials button. In the Lobby, you'll find it in the bottom ribbon.
The Tutorials exist to serve two purposes: to teach the fundamentals of Mah Jongg, and to teach how to use the user interface of NMJL Online. For experienced players new to NMJL Online, you could probably just run through tutorials 2 and 4, but it's best to give all four a run-through. They're not that long.
